HOW TO: Select the GEORGE WARREN FULLER AWARDEE

1. INTRODUCTION
1.1 Committee Selection
The Illinois Section Standard Practice Manual (SPM)(see Committees Section, paragraph 8) in accordance with AWWA guidelines prescribes that the five most recent Fuller award recipients available shall comprise the Fuller Award Committee. The SPM also indicates that the committee chair shall be the member with the longest tenure on the committee and that one award may be made annually in accordance with the association's requirements for the award.
1.2 Guidelines
Guidelines for Fuller Award Selection Procedures developed in 1986 by an Ad Hoc Committee on Selection Procedures shall be followed by the committee. These guidelines provide a timetable for the committee actions and describe the balloting procedure to be followed. These guidelines are included as Attachment A.
The George Warren Fuller Award is an AWWA award. An excerpt from the AWWA Awards Handbook which outlines procedures for the sections to follow is included as Attachment B.
2. PURPOSE
The purpose of this "How To" is to provide additional information for the chair of the Fuller Award Committee in meeting and fulfilling his/her responsibilities.
3. PROCEDURES
3.1 Procuring Nominations
Any Section member may nominate an individual for consideration of the award. A notice requesting such nominations should be placed in the Summer issue of SPLASH which is distributed in July. The committee chair should prepare a suitable notice requesting nominations and submit it to the SPLASH Editor in the first week of May. A typical notice is included as Attachment C.
An entry form suggested by AWWA to nominate members for the Fuller Award may be used. The form is included as Attachment D. The nomination deadline is usually August 31.
The committee chair should furnish a list of previous nominees to each member of the Fuller Award committee not later that July 1. Each committee member may nominate either a new person or a previous nominee prior to the nomination deadline.
Annually, the committee should review the list of previous nominees to determine whether it is appropriate to retain previous nominees. Names that are removed from the continuing list are eligible for re-nomination.
3.2 Selection of Nominee
It is the practice of the committee to consider nominees for the award from the committee members with nominees from section members.
As soon as practical after the nominations have closed, the committee chair will send all members of the committee copies of appropriate information on the current nominees (from section members and committee members) to allow members to make an informed vote. As described in the selection guidelines (Attachment A), the purpose of the first (nominating) ballot is to narrow the selection to two nominees, or in the case of ties, to three nominees. A second, and possibly a third ballot may be required to make the selection.
The balloting process should be completed by November 30.
3.3 Award Plaque
The committee chair will be responsible for preparing award citations as indicated below. These citations will be completed by January 15.
The committee chair will prepare a short citation (20-30 words) suitable for the award plaque. The committee chair will coordinate as necessary with the Section Awards Committee Chair to assure that the award plaque is ordered. Currently the plaque is ordered from:

3.4 Award Citations
The committee chair will prepare a citation (30-40 words) for submission to the Executive Director AWWA to be used at the Fuller Award Society Breakfast at the Annual Conference and Exposition in June. (This citation may be from the entry nomination form, Attachment D.) The committee chair will forward the citation to the Section Secretary. The Section Secretary is to submit the awardee's full name and address to the Executive Director AWWA not later than March 10 (see Attachment B: Excerpt from AWWA Awards Handbook; paragraph 8).
The committee chair will prepare a 200-400 word citation suitable for the national representative to read at the time of the Section award presentation. The citation will include as much of the prepared statement concerning the life and works of George Warren Fuller as fits the occasion (see Attachment B: Excerpt from AWWA Awards Handbook; paragraph 11) and should be written in such a manner as to "mask" the identity of the awardee until the end. The committee chair will coordinate with the Section Awards Committee Chair to see that the citation is provided to the AWWA representative/officer.
The committee chair may request the assistance of one or more Fuller Award Committee members in preparing the citations. All citations will be written in a manner that will accurately represent the awardee's contributions to the section and to AWWA.
3.5 Presentation of Award
The committee chair (or designated committee member) will take appropriate measures to assure attendance at the Section Annual Meeting by the awardee while maintaining the confidentiality of the award.
The committee chair (or designated committee member) will attend the Section Annual Meeting to coordinate the presentation of the award with the AWWA representative and to "pick" the awardee as the citation is read.
4. GENERAL
4.1 Coordination
The Fuller Award Committee Chair will keep the Section Chair informed as to the status of the selection process.
4.2 Committee Budget
Non-revenue committee activities must be accomplished within the Section budget allocation if possible. Excursions beyond the budget allocation must be approved by the Section Board of Trustees.

GUIDELINES FOR FULLER AWARD SELECTION PROCEDURES

The Fuller Award Selection Procedures Committee suggests the following guidelines to assist the Fuller Award Nominating Committee with their selection:
SPLASH Notification:
In accordance with AWWA guidelines, any section member may nominate an individual to the section Fuller Award Committee. Accordingly, the summer (June) issue of "Splash" should carry a notification to this effect requesting members to submit their suggestions, with appropriate documentation, to any of the five Fuller Committee members.
Selection Timetable
The nominating process shall be during the period of July 1 through August 31 and shall be closed as of the latter date.
The actual selection process by the Fuller Committee shall commence September 1 and shall be complete as of November 30.
Completion of paperwork by the Committee Chairperson shall be done between December 1 and January 15 of the following year. As of January 15, complete information shall be submitted to the Section Secretary including the name of the recipient and the required citation of 50 words or less. This timetable will allow the Section to prepare the awardee's plaque for the spring meeting (45 days needed) and also notify AWWA of the Section's selection.

Committee Balloting:
A two ballot system (in very special cases, three) shall be used.
The first ballot shall be for nominating only. During this balloting, the committee members shall vote for three people only, regardless of the number of nominations received. Voting points shall be:

The two people with the highest number shall be
placed on the second ballot. (If there is a tie where four* three or
more people are eligible for the second ballot, then all of these shall be
placed on the second ballot.)
The second ballot, in most cases, should be the final selection ballot, with committee members voting for one candidate or the other, where two candidates remain. In a case where more than two nominees are transferred to the second ballot, the pointing method used with the first ballot shall be used. If this latter method still results in more than two names remaining, a random drawing by the Fuller Committee Chairman shall be used to reduce the candidates names to two.
The third ballot shall be used only if a selection cannot be made by two ballots, consistent with the procedures indicated above. A third ballot voting shall be for one candidate or the other since, in this case, only two candidates will remain.
Preliminary balloting over the phone, with written confirmation, is acceptable but not preferred. However, balloting shall not be considered complete until all written ballots have been received by the Committee Chairperson. All committee members shall submit ballots unless prohibited by health conditions.
Responsibility of Fuller Committee Chairperson
It is the responsibility of the Fuller Award Committee Chairperson to see that dates for receipt of ballots are established in accordance with these guidelines and that all ballots are received. The Committee Chairperson shall see that notification to the Section Secretary is made when appropriate and that both the Secretary and Section Chairman are kept fully abreast of the status (only) of the selection process.
* Note: The 1996 Fuller Award Committee, Chaired by Franklin Lewis, met in Champaign on July 20, 1995, and reviewed this attachment. It was concluded that the correct interpretation would be that three or more names would be on the second ballot if there were two or more persons tied with the second highest point total.

FULLER AWARD NOMINATIONS
Fuller Award Committee Chair _______________ alerts SPLASH readers of the 199__ Fuller Award nominations deadline. This is the most important award given by the Illinois Section AWWA. The more nominations submitted, the more meaningful it becomes.
It is time to begin gathering information on possible candidates for next year's selection. The committee, which is made up of the five most recent recipients of the award, has the difficult task of reviewing the qualifications of nominees and making the selection. The George Warren Fuller Award can be presented annually, on recommendation of the Section, to a member of AWWA for his/her "distinguished service to the water supply field and in commemoration of sound engineering skills, brilliant diplomatic talent, and constructive leadership which characterize the life of George Warren Fuller."
In accordance with established guidelines, the 199__ Fuller Award Committee is soliciting the names of Illinois Section members to be considered for next year's award. Names, with sufficient supporting background information, must be submitted to _____________, Chair, by August 31, 199__. Background information should include the following:
1. Nominee's full name, mailing address, and phone number.
2.Detail of nominee's qualifications and contributions entitling him/her to the award.
3.Biographical data, including education, brief employment history, AWWA membership year and service to AWWA at both the section and national levels, professional organization memberships and service, professional awards or honors received, and publications.
Also include the name, mailing address, and phone number of the person submitting the nomination and the date submitted.
